Native Bond Issue?

I think it would be a great idea for native Bands to be able to float bond issues to fund business and other things. HM Government seems like it is trying to make this possible. I like the idea of natives being able to raise money and improve their own lives without always having to depend on government. This along with things like private property rights would help native people attain more self suffiency and hopefully would help improve conditions on reserves. Paternalism has not worked very well.

It would also pave the way for the first ever First Nations bond issue – a precedent that could lead to future bond issues by other First Nations in Canada and the U.S.

“It’s a game changer in that it is evidence that the relationship is changing,” says Robert Shepherd, a professor of public policy and public administration at Carleton University and a former official at Indian and Northern Affairs.

I like the idea but the value of a bond depends on ability to pay it back so some bands will be fine and others questionable. Maybe more successful bands need to do more to help less successful ones - yeah that is socialism. (real conservative)
